Nathan Brostrom was appointed Executive Vice President — Chief Financial Officer for the University of California in September 2014. As CFO, he oversees all aspects of financial management for the University of California system, which includes ten UC campuses, five academic medical centers and the Lawrence Berkeley National Laboratory. His areas of responsibility include asset management, debt management, the systemwide operating budget, capital finance and planning, procurement and financial accounting.
Prior to his CFO appointment and since September 2009, Nathan served as Executive Vice President — Business Operations for the UC system, with responsibility over systemwide budget, the budget and administration of the Office of the President, facility construction and maintenance, real estate management, human resource administration, and information technology support.
Nathan Brostrom joined the University of California in 2006 as Vice Chancellor for Administration at the Berkeley campus. Before arriving at UC Berkeley, Nathan spent ten years as Managing Director and Manager of the Western Region Public Finance group for JPMorgan.
Nathan graduated Phi Beta Kappa from Stanford University and holds a master's degree in public and international affairs from the Woodrow Wilson School at Princeton University. He and his wife Caitlin live in Berkeley with their six children.
Peggy Arrivas was appointed Associate Vice President and Systemwide Controller by the University of California Board of Regents in May 2010.
As associate vice president, Peggy serves as the systemwide controller for the University of California, and is responsible for the development and implementation of accounting and financial policies for the University and its ten campuses, medical centers, UC Retirement System, the Lawrence Berkeley National Laboratory and campus foundations. She oversees corporate accounting, development of systemwide accounting, payroll and tax policies and procedures, costing policy and analysis function, endowment accounting and administration, pension and benefits financial services and accounting. Peggy provides systemwide campus support from a business, financial, and regulatory perspective for all major business transactions of the University. Peggy also oversees Capital Asset Strategies and Finance since assuming an interim position in December 2017.
Prior to joining UCOP, Peggy served on PricewaterhouseCoopers' leadership team during the University's annual audit for a decade, from 1999-2009. Most recently she served as Controller of the UC Davis Health System. Peggy has unparalleled accounting experience and a unique combination of public and private sector experiences.
Peggy is a CPA and holds a BA from Cal State Hayward. She is a member of the American Institute of Certified Public Accountants and the California Society of CPAs.
Jean joined the University of California Office of the President in 2014 and has served as the Director of Capital Markets Finance since 2015. In her role, Jean oversees the University’s debt financing programs and activities, including the structuring and issuance of debt, financing analysis for campuses and medical centers, and debt-related reporting. The University’s systemwide debt programs serve UC’s ten campuses and five medical centers.
Pikka joined Capital Markets Finance at the UC Office of the President in 2005, and is currently Director of Debt Administration and Compliance. She is responsible for the management of the University’s short term and long term debt portfolio, and for post-issuance compliance with tax exempt financing and private business use monitoring.
Andrew joined the University system in March of 2016 and is responsible for managing the University’s $2 billion commercial paper program, providing consultation to campuses and medical centers on financing matters, reviewing financing requests, reporting the university’s debt portfolio to internal and external parties, managing the internal debt database, developing and implementing of new policies, and managing internal loans.
Michael joined the University’s Office of the President in 2007 and is responsible for supporting the compliance efforts of the Debt Administration and Compliance division of the Capital Markets Finance group. Michael manages and maintains the Private Activity Questionnaire system into which the campuses report activity taking place within bond financed space throughout the University’s 10 campuses, 5 medical centers and 2 national labs to ensure the space is being utilized as originally intended when the bonds were financed.
Claire joined the University system in September 2018. She provides analytical and professional support to the Capital Markets Finance Team, where her primary responsibilities include liquidity analysis, tracking variable bond rates and reporting on remarketing agent performance, assisting with rating agency and investor presentations, assisting with campus communications, and supporting the management of commercial paper activities.
